In 1977, Eastgate (then EDATA) as authorized by the Governor of the State of Ohio, coordinated the effort to develop the original "208" Areawide Water Quality Management Plan (AWQMP) pursuant of Section 208 of the Clean Water Act for Mahoning and Trumbull Counties. The plan's emphasis, at that time, primarily concentrated on the design and construction of waste water treatment facilities. The original plan essentially laid the groundwork to ensure that public investments in wastewater treatment facilities were planned according to growth trends and were effective at enhancing water quality. In addition, the plan's design prevented conflicts that might have arisen between local jurisdictions.
The Ohio EPA must, by law, use the existing 201 Facility Plans as a guide to issue documents such as Permits-to-Install (PTI's) for sanitary sewer extension projects and National Pollution Discharge Elimination System (NPDES) permits issued for all discharges to waters of the State.
Development trends have changed significantly since 1977. An updated plan needs to reflect these changes. In 1999, Eastgate, along with the Ohio EPA began to update the "208" AWQMP. In addition to delineating the servicing areas of waste water treatment facilities and assigning particular treatment options within each area, the plan will address non-point pollution issues and the protection of critical resources found within Mahoning and Trumbull Counties.
201 Facility Planning Areas
The 201 Facility Planning Areas (FPA) are demarcated areas in which wastewater is accounted for either within a designated wastewater treatment facility's service area or via a home sewage treatment system. Eastgate's 208 Planning Area includes 18 FPAs: 9 serving Mahoning County, 8 serving Trumbull County, and one serving both Mahoning and Trumbull Counties.
