What is a TRAC project?
TRAC is the acronym for the Transportation Review Advisory Council, which was created by the Ohio General Assembly in 1997 for the purpose of evaluating and funding major new transportation construction projects across the state. TRAC is represented by a nine member committee chaired by the Director of the Ohio Department of Transportation. The Governor appoints six members to the council, and the Ohio Speaker of the House and the President of the Ohio Senate, each appoint one member.
A major new construction project, as defined by TRAC, is any "major new capacity project that will cost ODOT more than $5 million and which do one or more of the following: increase mobility, provide connectivity, increase the accessibility of a region for economic development, increase the capacity of a transportation facility, or reduce congestion. This definition includes all new interchanges proposed for economic development or local access, any significant interchange modifications, bypasses, general purpose lane additions, intermodal facilities, major transit facilities, passenger rail facilities, or Intelligent Transportation System [ITS]." Eastgate has identified and prioritized six regional major new construction projects for Mahoning and Trumbull counties. Listed below is brief description for each project including the Eastgate priority, the county-project route-section, Project Identification number, project narrative, and the approximate project length. Priority #1: Mahoning/Trumbull SR46-13.45, [PID10976] Phase 3, from Webb Road in Mahoning County to Salt Springs Road in Trumbull County, the upper northern terminus of the SR46 Widening project. This project is located just north of the adjacent I80/SR46 Interchange Reconstruction project funded by TRAC in 1999. Construction of a transitional taper area north of the interchange is proposed. Widening of SR46 from the taper to Salt Springs Road, up to three lanes where necessary,is also part of the project The southern portion of the SR46 Widening project from New Road to Silica Road, will be constructed in two phases using Highway Safety Program [HSP] funding awarded through the State. All construction will be on existing alignment. The total length of the proposed improvement is approximately 2.29 miles.
Priority #2: Mahoning/Trumbull Hubbard Arterial US62F 0.54 [PID 9566] - The proposed four lane arterial highway will extend from the current termini of US62F, at Albert Street in the city of Youngstown. The circuitous route of the highway will meander through the east side of the city into Hubbard Township where it will connect with a new interchange at I80. The total length of the project is approximately 5.49 miles.
Priority #3: Stark/Mahoning/Columbiana US62F/SR14F 39.18/0.00; 2.90/4.00 [PID 4089] - A four lane limited access highway will be constructed on a new location for approximately 16.4 miles in Stark, Mahoning and Columbiana Counties. The new route would connect a 4.55 mile section of freeway serving as part of the Alliance bypass to the western terminus of an existing 3.81 mile freeway section serving as part of the Salem bypass (US62, SR 14J and SR 45). This project would complete the final link of approximately 30 miles of US62 between I77 in Canton and existing US62 north of Salem.
Priority #4: MAH/TRU I80-5.05, [PID 11094] The improvement will provide for the construction of an additional travel lane in each direction along I80 from I680 in Mahoning County east through SR 193 in Trumbull County. The two 12 foot wide lanes would be constructed along the existing alignment and within the existing right of way. Total length of the project is approximately 4.73 miles.
Priority #5: TRU I80 4.03 [PID 11095] The improvement will provide for the construction of an additional travel lane in each direction along I80 from SR 193 east through US62 in Trumbull County. The two 12 foot wide lanes would be constructed along the existing alignment and within the existing right of way. Total length of the project is approximately 5.5 miles.
Priority #6: Columbiana/Mahoning SR14F 2.90/4.00 [PID 12122] Phase 3 of the US62Relocation. A four lane limited access highway will be constructed on a new location, for approximately 6.5 miles in Columbiana and Mahoning Counties. The new route would be constructed from the existing east terminus of the Salem bypass easterly to SR11. Construction of these Phases will complete US62/SR14 as a multi lane divided highway between I77 in Canton and existing SR11 east of Salem.
